The basic operation guide for IPT2 (Integrated Publication Toolkit Ver.2), an official GBIF tool for biodiversity information publication, is now available. This guide was created by Takeshi Osawa and Kumiko Totsu, members of JBIF (Japan node of GBIF), updated on 4/4/2017, CC-By. Although it is difficult to prepare Darwin Core data manually, anyone can easily create a Darwin Core Archive using IPT2.
